Yes, I absolutely think the two programs can run simultaneously and will actually be complementary. An inbound program and ABM can work in synergy.
Ultimately, the approach depends on the goals you are trying to accomplish. If your goals warrant the dual approach, then I believe it is completely doable.
I see the combination of both strategies as a way to potentially maximize reach. The inbound program can further support the targeted ABM approach.
